What Municipalities Should Consider Before Implementing Generative AI

Municipalities face a different set of considerations than private-sector organizations when adopting generative AI — not because the technology differs, but because the standard of accountability does.

Before implementing generative AI in any citizen-facing or decision-support capacity, municipal leaders should be able to answer: What data is the tool using, and where does it reside? Who reviews AI-generated output before it reaches the public or informs a decision? How will residents be informed that AI was involved? What happens when the tool produces an inaccurate or biased result?

These questions are not obstacles to adoption — they are the foundation of a responsible AI governance framework. Municipalities that establish clear policy, training and oversight before deployment are better positioned to realize AI's benefits, including improved service response times and reduced administrative burden, without exposing residents or staff to unnecessary risk.
